Who in the UAE Will See Your Ad
Ads can appear for users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts see no ads, accounts identified as belonging to people under 18 see none, and Temporary Chats carry none. Free users can also switch to an Ads-Free mode that lowers their usage limits.
Ads are never placed next to conversations about personal health, mental health or politics, and they do not appear in the ChatGPT Atlas browser during the current test.

An ad sits below the end of a response, labelled as sponsored and visually separated from the answer. It carries the advertiser name, a favicon or logo, a title, a line of copy, an image and a landing page. The system picks an ad on expected relevance and outcomes. It reads the context and intent of the current conversation, the ad's landing page, title and copy, the context hints you set on the ad group, your targeting and, where the user has ads personalization on, select signals from their wider ChatGPT use. When several ads are eligible, a relevance-weighted, second-price auction decides which one shows.
Advertisers never see chats. You receive aggregated reporting such as views and clicks, and ads do not change what ChatGPT answers. If a user messages you through an ad, you see only the messages they send you.

The Entity Rule and the Home-Country Rule
The legal entity that advertises and is billed must be based in a country OpenAI lists as available, and the UAE is listed. Your card and billing address should match that entity and country; a card from another country may not be accepted.
Some new self-serve accounts can advertise only in their home country at first. Other supported countries open once identity verification is approved and the account has reached a required level of spend in its home market. OpenAI does not publish that level, so plan a UAE-only first phase if you also sell into Saudi Arabia or Qatar.

The order matters, because campaigns do not deliver until every account step is complete, and account review runs in a queue OpenAI cannot expedite.

Budgets and Bids
You are never billed per conversion. The minimum daily budget for an account billed in dirhams is AED 65; in Saudi riyals it is SAR 50 and in Qatari riyals QAR 70.
A daily budget is an average over a seven-day budget week that runs Sunday to Saturday in the account's time zone. A single day can spend up to twice the daily figure, and a week never more than seven times it. A campaign-total budget is the stricter control. You can change the amount later but not the budget type, so pick the type on purpose.
For Clicks campaigns, OpenAI recommends starting with a maximum bid of 3 to 5 US dollars per click. Billing is postpay: your card is charged when spend reaches the account's payment threshold, or at the end of the month.
Why There Are No Benchmarks Yet
OpenAI has not published performance benchmarks for ChatGPT Ads. Anyone quoting a UAE CPC, CPM or ROAS for ChatGPT today is extrapolating from a handful of accounts. The only numbers OpenAI has put out are about its own platform: on 16 September it said average cost per purchase had fallen by about 60 percent and average CPM by nearly 20 percent over the previous six weeks. Read those as the platform's claims about itself, not a forecast for your account.
VAT and Your Invoice
Add your TRN as the tax ID in Ads Manager billing so it appears on future invoices; the change does not update invoices already issued. If you are VAT-registered, ask your tax adviser how the reverse-charge rules apply to advertising bought from a supplier outside the UAE before the first invoice lands.
Which UAE Rules Apply
OpenAI's policy requires advertisers to follow the law where they operate and where they target ads, so the UAE's own rules sit on top of the platform's.
The Advertiser Permit and the National Media Authority
The UAE's Advertiser Permit is now issued by the National Media Authority, which replaced the UAE Media Council. It has been required since 1 February 2026 for individuals who advertise on social media and other digital platforms, paid or not, and people advertising their own products, or those of a company they own, through their personal accounts are exempt. Public guidance does not settle how the permit applies to a company buying its own placements on ChatGPT, so confirm with the National Media Authority or your counsel before launch. Ads in regulated sectors such as real estate and health also need the relevant authority's approval before they run, and every ad has to meet UAE media content standards.
Property Ads and Trakheesi
Property advertising in Dubai needs a Trakheesi permit from the Dubai Land Department. On ChatGPT the question mostly answers itself, because OpenAI prohibits individual listings: a developer or brokerage can promote its brand or a platform page, not a unit.
Customer Data and the PDPL
The UAE's Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, requires consent to process personal data, subject to set exceptions; DIFC and ADGM run their own regimes. Get consent for the pixel and for any customer list you upload as a custom audience. Inclusion audiences need at least 25,000 matched users, so most UAE SMEs will rely on conversation context rather than lists.
Arabic Creative
OpenAI says an ad's language may differ from the language of the conversation, and that ad language selection considers location, language settings and conversation language. It has not published Arabic-specific creative guidance. If your buyers ask ChatGPT in Arabic, test an Arabic ad group against an English one rather than assuming either.

Do ChatGPT Ads Get You Into ChatGPT's Answers?
No. Ads run on separate systems from the model, and advertisers cannot shape, rank or alter ChatGPT's responses.
