What Do You Need to Run Ads in the UAE in 2026?

To run ads in the UAE in 2026 you need five things in place before the first dirham is spent: ad accounts your company owns and has verified, billing in AED with your TRN added, tracking that already fires, a page or WhatsApp route that can take the order, and enough budget for the platform to learn, which on Meta means about 50 optimization events a week per ad set. Three UAE rules sit on top. Every creator you pay must hold the National Media Authority's Advertiser Permit, enforced since 1 February 2026; consumer ads must be in Arabic, with other languages allowed alongside; and ads in regulated sectors such as real estate, health and finance need approval before they run. Start on the one platform where your buyer already is, and add a second only once the first pays.

Running ads in the UAE in 2026 starts well before the first campaign. The ad platforms want verified businesses, the UAE's advertising rules moved to a new regulator on 1 January, and a budget that looks sensible on paper is often too small for the algorithm to learn from. This guide is the before-you-spend checklist for a business in the UAE: the accounts and who should own them, paying in dirhams and handling VAT, the tracking that must work before the first click, the Advertiser Permit and the other UAE rules, how much budget you need, which platform to start on, and what changed in 2025 and 2026. Do not start spending with tracking broken. The platforms learn from the conversions they see, and if they see none, or the wrong ones, the first weeks of budget teach them the wrong audience.

Which Ad Accounts Do You Need, and Who Should Own Them?

Open accounts for the platforms in your plan, not for every platform. Each one should sit in your company's name, with your agency or freelancer invited in rather than owning it.

Meta: A Business Portfolio

A Meta business portfolio, formerly Business Manager, groups your Facebook Page, Instagram account, ad accounts and catalogs. Meta says business verification is required to access certain advertising, developer, billing and spending features, and it may ask for official documents such as a business licence or articles of incorporation. For click-to-WhatsApp ads, the WhatsApp number must be connected to your Facebook Page or to the business portfolio.

Unless an agency is verified as one, its portfolio can only manage accounts owned by the same company. The clean setup is the reverse of what many agencies offer: the portfolio and the ad account are yours, and you give the agency partner access.

Google: Advertiser Verification

Google says all advertisers will eventually be required to complete advertiser verification, and it can pause an account until the process is done. Once verified, your business name and location appear in Google's ad disclosures and in the Ads Transparency Center, so verify under the legal name on your trade licence. Link Google Ads to GA4 on day one, so conversions and audiences can flow between them.

TikTok, Snapchat and LinkedIn

Open these when the plan needs them, not before. Each has its own business account, pixel and server-side events, and every account you open is one more to verify, fund and keep compliant.

Why the Company Should Own Every Account

Ad accounts hold your conversion history, your audiences and your billing. If they sit in a freelancer's or an agency's name, you lose all three when the relationship ends. Keep ownership, give people the lowest access they need, and remove access the day someone leaves.

How Do You Pay for Ads From the UAE, and Who Charges VAT?

Pay in dirhams where the platform allows it. Meta and Google both list AED as an account currency, which keeps foreign exchange fees off your card and makes the reports match your books.

Set Currency and Time Zone Once

Choose AED and the UAE time zone when you create each account, and check both before the first campaign. Treat them as permanent: on ChatGPT Ads they cannot be changed at all, and elsewhere a change can mean opening a new account and splitting your reporting history.

Payment Methods

For UAE advertisers, Meta accepts Visa, Mastercard and American Express cards, including co-branded debit cards, and PayPal. Put a company card on file in the name of the business you verified, and keep a second payment method ready so a declined card does not stop delivery.

VAT on Ad Spend

Meta adds UAE VAT at 5 percent for advertisers whose billing country is the UAE until a TRN is added in payment settings. Once the TRN is on file, Meta stops adding VAT, and a VAT-registered business normally accounts for it under the reverse charge. The added VAT can also push a charge past your billing threshold sooner than you expect.

Where a platform bills you from outside the UAE without charging VAT, the reverse charge normally applies. Since 1 January 2026, amendments to the VAT law under Federal Decree-Law No. 16 of 2025 mean you no longer issue a self-invoice for these imported services. This is general information, not tax advice; confirm the treatment with your tax adviser.

What Tracking Has to Work Before the First Click?

The ad platforms optimise toward the conversions they can see. Set up tracking, fire a test conversion and confirm it arrives before any campaign goes live.

Meta: The Pixel Plus the Conversions API

Meta calls running the Conversions API alongside the Pixel the best practice: a redundant setup, in which your server sends the same events the browser does. Send the same event name and event ID from both, so Meta can remove the duplicates. Since June 2025 web events no longer need configuring in a separate Aggregated Event Measurement tab, so the setup is shorter than older guides describe.

Google: The Google Tag and Enhanced Conversions

Install the Google tag, set up conversions for purchases or leads, and turn on enhanced conversions, which send hashed first-party data such as an email address to improve matching. Web and leads now share a single enhanced conversions setting, and Google recommends enhanced conversions for leads over the older offline conversion import.

For Lead Generation, Send Back the Qualified Lead

A form fill is not a customer. Store the click ID with each lead, mark the leads your team qualifies, and send those back to Google and Meta, so the platforms learn to find people like your buyers rather than people who fill in forms. TikTok and Snapchat

Both follow the same pattern: TikTok pairs its Pixel with the Events API, and Snap recommends its Conversions API alongside the Snap Pixel.

Do You Need a UAE Advertiser Permit to Run Ads?

Definition

The Advertiser Permit is the UAE licence for individuals who publish advertising content on social media and other digital platforms, paid or unpaid. It is issued by the National Media Authority, which took over from the UAE Media Council on 1 January 2026.

The permit is written for individuals, so for most businesses it is a question about the creators and influencers you pay rather than the campaigns you buy in Ads Manager. Whether a company posting ads for its own products from its own brand accounts needs one is not settled in the public guidance, so confirm with the National Media Authority before relying on either answer.

The Media Council Is Now the National Media Authority

Federal Decree-Law No. 11 of 2025 created the National Media Authority, which took over the UAE Media Council's functions when the law came into force on 1 January 2026. Many guides and search results still use the old name; the permit, the register and the fines now sit with the NMA. The registration deadline was 31 January 2026, and the permit has been enforced since 1 February 2026.

Who Needs It, and Who Is Exempt

  • Needs it: any individual who publishes advertising content on social media or other digital platforms, paid or not. Visitors who advertise while in the UAE have a permit of their own.
  • Exempt: individuals advertising their own products or services, or those of a company they own, through their personal accounts.
  • Exempt: people under 18 posting educational, sports, cultural or awareness content.
  • Not settled: a company posting ads for its own products from its brand accounts. The official penalty table refers to a natural or legal person posting advertising content without a permit, so ask the NMA.

Before You Pay a Creator

  • Check the creator's permit in the NMA's public register, and contract only with permit holders.
  • Sign a written agreement, and keep a copy the regulator can ask for.
  • If you are an agency, keep your records for three years.
  • Get the sector approval first for real estate, healthcare, finance, education or food content.

The Fines

The official penalty table is Cabinet Resolution No. 42 of 2025. Several articles quote AED 10,000 for posting without a permit; the table sets a warning first, then AED 20,000, then AED 50,000. AED 10,000 is the first fine for posting on an expired permit.

Selling Into Saudi Arabia: Mawthooq

Saudi Arabia runs its own licence for advertising through social media, Mawthooq, issued by the General Authority for Media Regulation. It lasts three years, costs SAR 15,000 and has been required since 1 October 2022, so check it separately for any creator in a Saudi campaign.

Which Ads Need Arabic Copy or a Regulator's Approval?

Two kinds of rule sit on top of the platforms' own policies: the language of consumer ads, and prior approval for regulated sectors.

Arabic

Article 26 of Federal Law No. 15 of 2020 on Consumer Protection says that data, advertising and contracts related to the consumer must be in Arabic, and that other languages may be used alongside it. The fine for leaving Arabic out is AED 100,000, doubled for repeats, under Cabinet Resolution No. 66 of 2023. How strictly this is applied to English-only digital ads is not set out publicly; the safe default for consumer campaigns is Arabic copy, alone or next to the English.

Dubai Real Estate

Every property ad in Dubai needs a Trakheesi permit from the Dubai Land Department before it runs, and the permit number must appear in the ad. Permits have carried a Madmoun QR code since April 2023.

Health

Healthcare ads on social media and websites need a licence from the Ministry of Health and Prevention. Cabinet Resolution No. 82 of 2025 sets fines of AED 6,000 per language for an unlicensed health ad, AED 4,000 per ad for promoting a health facility through influencers without a licence, and AED 200 per ad for leaving out the licence number. The emirate health authorities may add their own requirements, so check with the one that licenses your facility.

Finance

Since 21 May 2025, the Securities and Commodities Authority has required people who promote financial products on social media to register with it, under SCA Decision 10/RM/2025. Licensed banks, insurers and brokers also answer to their own regulator's marketing rules.

Platform Policies Still Apply

UAE approval does not replace the platforms' own ad policies. Meta, Google, TikTok and OpenAI each restrict categories such as finance, health and real estate in their own way, and an ad can be lawful in the UAE and still be rejected.

How Much Budget Do You Need to Start?

Enough for the platform to learn, which is usually more than its minimum. The minimum tells you what the platform will accept; the learning threshold tells you what will work.

The Real Floor: About 50 Events a Week

Meta says an ad set is learning limited when it is unlikely to get about 50 optimization events in a week after its last significant edit. Work backwards from your expected cost per event. As an illustration, if a lead costs AED 80, one ad set optimising for leads needs about AED 4,000 a week, roughly AED 570 a day. If that is more than you can spend, optimise for an event that happens more often, such as a landing page view or an add to cart, or run fewer ad sets.

What Impressions and Clicks Cost in the UAE

Published benchmarks disagree, so use them as a sanity check, not a target. For Meta in the UAE, Superads puts the average CPM at about USD 15.80, around AED 58, for July 2025 to July 2026; Lebesgue's 2026 figure is USD 10.00, around AED 37; and AdAmigo's is USD 6.50, with a CPC of USD 1.40. The highest is about 2.4 times the lowest. Your own costs depend on audience, season, format and creative, and two weeks of your own data beat any benchmark. Older guides miss most of these. One thing that has not arrived: Google's ads in AI Overviews run in English in 12 countries, and the UAE is not one of them.

Should You Run Ads Yourself or Hire an Agency?

Run them yourself if you have the time to learn one platform properly and a budget small enough that mistakes are cheap. Bring in help when the spend is large enough that a month of wrong setup costs more than the fee, when you need several platforms at once, or when your category carries approvals and policy risk.

Either way, keep the accounts, the pixel and the data in your company's name, and ask whoever runs your ads to report on sales or qualified leads, not clicks.
